Knowing whether a rule has actually started
The single most common way legal research goes wrong in this field.
Digital asset and AI regulation is unusual in how much of it is law that exists but has not yet commenced. An instrument can be made, published and widely reported, with its substantive obligations landing eighteen months or three years later, and different obligations within the same instrument commencing on different dates.
DALI tracks this as data rather than prose. Sources carry a regulatory status, and where the commencement date is known it is recorded against the instrument, down to the level of individual provisions where they commence separately. Material that is not yet in force is held apart from law currently in effect and does not answer a question about the position today.
Consultation papers, draft instruments and repealed material are labelled as such rather than presented alongside binding rules as though they carried the same weight.
